You said you had
SMTPHOST = '<126.96.36.199>'
and I remarked

I.e '<184.108.40.206>' is not the same as '220.127.116.11'. The
latter is an IP address and the former is a name. Maybe something in
your DNS or other configuration changed so the name
'<18.104.22.168>' could no longer be resolved.
