thanks! that did it.
the permissions were wrong, and they weren't being corrected by check_perms -f

for me it was:
/var/lib/mailman/cgi-bin/
which is:
/var/lib/mailman/cgi-bin -> /usr/lib/cgi-bin/mailman

anyway. it works now :))
