[Mailman-Users] Send a rejection message when a message is too big

Currently Mailman only holds these messages. Automatically rejecting
them requires patching Mailman/Handlers/Hold.py. If you wish to do
this, see the thread that begins at
<http://mail.python.org/pipermail/mailman-users/2005-December/048070.html>.
This outlines the required patch for messages with implicit
destination, but the same ideas apply to messages that are too big.
