Yes. The steps are good, and you do want to rebuild the archives. Most
links in the archives are relative and not a problem, but there are
absolute links to scrubbed attachments and listinfo pages, and these
will have to be recreated to have the correct host. 'bin/arch --wipe'
will do this.
