[Mailman-Users] mailman not populating virtual-mailman

I have been running mailman for several years with few problems. I have 
now set up a new server and can't get mailman to populate the virtual-
domain file when I create a new list. It does populate the aliases 
correctly and it did create the virtual-mailman entry for the default 
"mailman" list when I did the installation.

Any help or hints where to look will be greatly appreciated.
