It seems that perhaps BounceRunner is dying so the bounces are queued
but not processed until you restart.
Check Mailman's 'qrunner' and 'error' logs for clues as to why this is
happening. Possibly some malformed spam is being sent to the -bounces
address and causing problems for BounceRunner.
