There is probably a stale lock for the list. Look in Mailman's locks/
directory for stale locks. A lock is two files, one named
<listname>.lock and one named
<listname>.lock.<hostname>.<pid>.<sequence>. If you find old locks for
the mailman list, especially with a non-existant pid, just delete them.
