[Mailman-Users] Bypass List Moderation

It is possible to get around list moderation? We have a 
closed, moderated list. There is only one list 
administrator. He claims he did not approve a message that 
was sent on to the list.

Is it possible to craft a message that already contains 
the

X-Mailman-Approved-At: header and get by moderation?

Are there logs of moderations actions?
