[Mailman-Users] Lock Files

Can anyone think of a reason that one list might use lock files, but other's
wouldn't.
I have about 5 lists, and when mailman is started a lock file (or two) is
created for the list.

listname.lock and listname.lock.webserver.9999.0

This particular list is very slow when navigating the admin pages, While the
other lists (without lock files) are very snappy.

Are the speed issues related?
