You are trying to run an unconfigured check_perms. I am guessing
mailman-2.1.10 is the directory in which you unpacked the tarball and
ran configure and make.

You need to run 'make install' if you haven't already, and run
bin/check_perms from the 'prefix' directory (/usr/local/mailman by
default).
