1. I do not understand the question.

2. Set the list to moderated:

        Privacy Options
             Sender filters
                  default_member_moderation ==> Yes
        Membership Management
             Membership List
                  Set everyone's moderation bit: On  Set
                  Turn off "Mod" for those members allowed to post.
