The server specified by the SMTPHOST and SMTPPORT settings is not
accepting connects from Mailman.

The FAQ at <http://wiki.list.org/x/-IA9> has some additional
information about these kinds of errors, but I suspect there is no MTA
listening at the specified host:port (default localhost:25).
