Yes, there is a much simpler way to to this. Not that the above won't
work; it's just not necessary because config_list -i only changes
those things which are in it's input, so all you need is:
#!/bin/bash
export PATH=$PATH:/usr/lib/mailman/bin
file=`mktemp`
echo reply_goes_to_list = 0 > $file
for list in `list_lists -b` ; do
echo "Converting ${list} ..."
config_list -i $file $list
done
rm $file
