You can try using header_filter_rules which apply to -owner mail as
well as to list mail, but the better way to deal with spam is to
identify it at incoming SMTP time and just not accept it, or at least
discard it.

There are many tools available for dealing with spam at this level that
are much more effective than Mailman is.
