[Mailman-Users] accept email to a maillist only from list owner

I'm running Mailman version 2.1.9

Is there a setting I could make make to only accept mail to a maillist that comes from the maillist owner?

I was thinking I could set all list members moderation bit to on and set 'discard posts from moderated members'. Is this the only way, and/or the best way to accomplish this?
