If you want a totally empty archive, run

bin/arch --wipe LISTNAME /dev/null

If you want to prune the archive, remove the unwanted messages from
archives/private/LISTNAME.mbox/LISTNAME.mbox and then run

bin/arch --wipe LISTNAME
