That's not where it belongs. One place to put it would be just ahead of
wherever you have your Alias /pipermail/ and ScriptAlias /mailman/
mailman directives in /etc/httpd/conf/httpd.conf or
/etc/httpd/conf.d/mailman or wherever they are.
