It is extreme and highly unusual for a single Mailman-Postfix SMTP
transaction to take 20 seconds, but it is almost certainly due to
something in your Postfix configuration.

logging from Python's smtplib which may help you determine in exactly
what part of the SMTP transaction the delay occurs in the response
from Postfix.
