Mailman will hold the post for moderator action if Privacy options... ->
Recipient filters -> require_explicit_destination is Yes and the old
address is not in acceptable_aliases.

If require_explicit_destination is No or the old list posting address is
in acceptable_aliases, Mailman will will not hold the post for this reason.
