[Mailman-Users] Good use of the site list?

Hi,
Is there a way to make a good use of the site list? It seems that it is just a representative list for all the other actual lists in a system.
Nobody can use the list to notify the site admin. Of course it is possible to send an email to <site_list_name>-owner at example.com to notify the site admin but it would nice to use it to notify the site admin instead of using <site_list_name>-owner at .
Especially, the site list is advertised on the front page of the main list website like "If you are having trouble using the lists, please contact <site_list_name>@example.com." but any sender gets the reject email from this email.
So, I like to use it as an representative mailing list to the users who have subscribed a mailing list or more in my system so that they can send an email to the site admin without having to subscribe it.
Is it possible?
