Does DMARC actually break or otherwise behave in a manner contrary to 
it's specification?

I personally believe that DMARC (and SPF and DKIM) are doing exactly 
what they are supposed to do.

The problem is that they are doing what they are supposed to do when 
people want them to not do that.

I don't even consider this to be a false positive.  -  If someone trains 
a dog to bark constantly (alert) when they see someone approach with a 
gun, I believe that the dog is doing exactly what they are trained to do 
when an armed police officer walks up.  The dog is doing exactly what 
they were trained to do.
