Probably best to be a POML (plain ol' mailing list) rather than a SIG. SIGs
are intended to be organized around solving a particular problem, and are
supposed to be of limited lifetime (i.e. once the problem is solved, they are
retired). It sounds to me like this would be a open-ended mailing list.
But anyway +1 from me. CC'ing postmaster to make it happen.
