[Moin-user] What's the meaning -- ONLY AVAILABLE FOR LOCAL REQUESTS ON THIS HOST! -- ?

I have a problem with moinmoin.
After install moinmoin, I success execute moin.cgi?test.
I can see the result. Following text is that.

But I can't execute moin.cgi because internal server error.
I think that the reson is "ONLY AVAILABLE FOR LOCAL REQUESTS ON THIS HOST!".
I don't understand why the server env is
 "ONLY AVAILABLE FOR LOCAL REQUESTS ON THIS HOST!".
