1.3 was a major change including new storage format, complete Unicode 
support and new configuration system, and the upgrade was painful. 1.3 
bug fix releases are quite stable and require usually a simple install.

I don't know if there will be another 1.3 release before 1.5. Anyway 
you can always get the latest code with tla.
