[moin-user] "file://" links in wiki pages

Hi!

"file://"-Links in Wikipages don't work. There is no response to clicking 
one at all. 

For instance: Create some file /tmp/hallo.txt, and link to it in a Moin 
page:

[[file:///tmp/hallo.txt]]

Then the HTML page contains the following:

<a class="file" href="file:///tmp/hallo.txt">file:///tmp/hallo.txt</a>

When this is isolated, on a page by itself, the link works fine. However, 
if it occurs enclosed in the rest of the Moin HTML page, the link is dead.

It doesn't matter if you use "file:/" or "file:///".
