[moin-user] "file://" links in wiki pages

Might this be for securtiy? "file://" links don't make much sense in a
multi user/multi machine environment... You need to upload the link target,
such that it becomes an attachment, which can be linked.
Be it as it may, a message would be good, when clicking on a "file://"
link, and such aren't supported.
