Hmm indeed - I have no idea. Since mail.scipy.org seems to have died, I
can't even trawl the archives for conversations about that (google's index
suggests there was a conversation about this in December 2009, but even the
way-back machine doesn't have the full record...)

At the very least the version I used in that scipy presentation definitely
has the letters "NIPY" on it, so maybe it has a similar status to the
snake-brain, where each project used a variation on the same theme?
