[Neuroimaging] Discourse category for DICOM discussions

Looks like some really great ideas and resources are coming together.  I'm
really glad to see you funded for this.

Folks may also be interested in highdicom:
https://github.com/MGHComputationalPathology/highdicom

It addresses objects like reports, parametric maps and segmentations that
could really be useful for neuroimaging.

We also have a lot of multimodality python dicom parsing code in Slicer
that would be nice to factor out.
