[Python-Dev] ConfigParser changes

I merged in my changes and regression-tested everything.  Looks
like we're OK, all tests passed including my new ones.

I also checked in a remnant doc change for some nntplib enhancements
I did a month or so ago.  This flushes my patch queue.
