[Python-Dev] collecting 2.4 highlights

There's a first go at a 2.4 'highlights' page on the website now.

I'm absolutely positive that I missed some - I was working from the
whatsnew document, but that's missing a lot. I plan to go through
the Misc/NEWS document between now and a2 and add more, but if
there's something you feel should be there, feel free to either
add it (if you have pydotorg checkin privs) or else email me...
