Well, obviously I care since I wrote the PEP in the first place.

But I don't think this is trying to say they don't care.  People just want
to lower the overhead of maintaining the distro.  Having to report bugs and
patches to an external location instead of just getting to fix it directly
is a hassle that poeple don't ask for.  Plus it is bound to get forgotten by
accident, so planning for it doesn't hurt.
