I have no problems continuing to support any halfway sane version, and that
is 3.0.8 or later (AFAIR the first non-beta SQLite 3.x release anyway). It
just requires a bit more testing.

No, that's not an option.

Why? The previous version is really no better, except it ignores errors in
callbacks for all SQLite versions, instead of doing something useful and
aborting the query with a useful error message for those SQLite versions
that support it.
