We could have a landing page listed in the topic of IRC pointing out
things to do as they wait for official GSoC start.

That would be.

1. Join python-dev mailing list or their project's relevant mailing
list.
2. Hang around the #python-dev (or respective project's channel) and
ask 'technical' questions. Keep the administrative questions on hold.
3. Contribute to fixing bugs in the area which they have identified to
submit a proposal on.

This page could be set at #python and linked to python.org page too.

As GSoC is in it's 5th year, students have an idea of what to do
(there is plenty of information in the Internet) and they do all these
if they are interested.
