For anyone who needs to get wincerapi up and running on Python 2.2 I've put
the necessary dlls and stuff up for download:

I've only tried it out on my home machine Python 2.2, XP Pro, so your
mileage may vary, but I figured since not everyone has a compiler, and there
doesn't seem to be any other way to get wincerapi working...
