There is XRCed too: <http://xrced.sourceforge.net/>
(it's included with wxPython IIRC)

If you want "easier hand-coding" based on wxPython you might want to try:
- Wax <http://zephyrfalcon.org/moin.cgi/Wax>
- PythonCard <http://pythoncard.sourceforge.net/>
