Summary: Uncommenting incomplete on xemacs beta

Initial Comment:
This looks a new xemacs bug or feature, but the xemacs
beta (21.5.20 currently) puts an extra space after the
'##' so that uncommenting still leaves '# ' at the
beginning of lines.  Tested with py-version 4.52 and
4.63.
