Actually the best thing to do (I think) would be to fix distutils. In theory distutils can do the whole build for you. In fact it almost does it. It has a compiler type you can select for cygwin and building with this works--that is to say it produces a DLL. However, when I try to load the module when created this way it just hangs there. I don't know why but using that other dllwrap command seemed to fix things nicely.
