[python-win32] PythonService.exe and Windows Server 2003

I appreciate the resposne, I have the exact text of the error message in
case this helps anyone else out in the future:

pywintypes.error:(1783,'RegisterEventSource/ReportEvent','The stub recieved
bad data')
