[Pythonmac-SIG] Tkinter strikes again

I'm getting the same "Cannot load init.tcl" error as before, even though Tcl/Tk 8.3.4 is installed.  One thing I did notice the first time around is that the old _tkinter libraries were still being used after I moved them out of the lib-dynload and replaced them with the new files. This might account for the strange restart behavior people are seeing.
