It's in include/python2.3 relative to sys.prefix (which makes me wonder
why the pygresql build process can't deduce this itself...). For
Apple-installed Python on 10.3 this translates to
/System/Library/Frameworks/Python.framework/Versions/2.3/include/
python2.3.
