[SciPy-Dev] New subpackage: scipy.data

Sounds like a good plan to me.

If others agree, I propose that we make existing (and new) data available
in scipy.data for 1.1.0. Maybe a 2-release deprecation warning cycle before
removing them from `scipy.misc` (possibly for removing everything if we can
move the other remaining things, too)?
