Same error.  Installed Setup-002.exe from 
http://starship.python.net/crew/mhammond/spambayes/ 
Using Win98SE, Outlook 2000, all MS updates.  Shows add-in, 
but won't stay checked, no icon appears.

Install log looks same - pythoncom error: Failed to call the 
universal dispatcher, etc
