[spambayes-dev] Names & 1.0a6 release

I voted previously for a spambayes directory (e.g. /usr/local/spambayes/...)
with the sb_ prefixes going away.  I can live with the current formulation
though.

I discovered what I thought to be a bug in the storage.py file open code.
See my earlier message on the topic though.  (Maybe I was simply calling
sb_filter.py incorrectly.)
