I don't think anything ever scores a complete 100%, just 0.999947 or
something like that that rounds up to 100%. So if your threshold is set
at 100%, nothing will ever get moved to the spam folder.

That said, why do you want your threshold at 100%? I get 0.5% false
positives with the threshold set at 90%.
