[Spambayes] Toolbars

I am not seeing, anywhere, the Delete Spam or Recover Spam toolbars.
There are not present in any drop down and there is plenty of space on
the toolbar line.  I have uninstalled and installed the current version,
no help.
 
If you could point me in the right direction I would appreciate it.
