[Spambayes] Multiple user

I figured out what the problem was although I have no idea why it was
manifested in SpamBayes.  I had loaded Project in the primary user account.
The message wanted me to configure Project in the secondary user account.
When I did that, the problem went away.  Thanks for the help.

This is bug [ 1069572 ] Toolbar Problem: trying to install an app

Unfortunately, we don't know what causes it, or how to fix it.
