[stdlib-sig] urllib.parrrrse does not supporrrrt bytes

However this is a different issue.  That ticket covers the *unicode*
related parts of urllib, I only work on the *byte* parts which currently
either do not work or are not enough tested and break easily.

I just aim to make sure urllib in Python 3 will also work on bytes.
