[Texas] PyCon blog posting: PyTexas Breaks Out This Weekend

I've added a posting to the PyCon blog explaining what's happening at
PyTexas. I have not yet sent this link to python-announce, area user
groups, or anywhere else because I want to give our other organizers
time to respond in case they find errors or anything significant
missing. I can still edit this blog posting if necessary.
