Everyone on #python-dev agrees the message links and index numbers should go.
They wanted the message numbers to be their 'permalinks' in an issue.

Here's an updated patch that keeps the '(view)' link the same as we have now and
makes the 'msgxxxx' a separated link with 'id="msgxxxx"'.

So http://bot.bio.br/python-dev-exp/issue10#msg45 still works :)
