[XML-SIG] python installatie op Windows

I'll second that note, documentation on proper installation on Win32
platforms (esp. without a compiler, since it *looks* like all of the
necessary dlls are there) would be highly useful (or is the setup.py
supposed to work with the precompiled distribution?)
